Mr. Scott Taylor, P.E., D.WRE, F.ASCE is the Senior Vice President of RBF Consulting in Carlsbad, CA and is a nationally-recognized expert in stormwater quality with over 29 years of experience. Mr. Taylor speaks nationally and internationally to further the understanding of preserving the quality of our water resources. He is an expert in TMDLs (Total Daily Maximum Loads), BMP (Best Management Practices) research and BMP design.
Mr. Taylor earned a BSCE from California State Polytechnic University at Pomona, and an MSCE from California State University at Long Beach, both with an emphasis in water resources engineering. He has been a part-time lecturer at the University of California, Irvine, and California State University, Long Beach, where he instructed undergraduate courses in hydrology and hydraulic design. He is course coordinator and lecturer in a P.E. license review course and has instructed courses in BMP Design through ASCE Continuing Education.
He is the immediate past chairman of the Board of Directors for the California Stormwater Quality Association (CASQA). He has presented technical papers on the subjects of flood control and BMP effectiveness at domestic and international conferences and has consulted to the Government of Hong Kong relative to stormwater quality. Mr. Taylor is a registered civil engineer in California, Nevada, Arizona, Utah, Oregon, Washington, and Tennessee.
Mr. Taylor is a founding Diplomate since September 2007 and Scott shares his thoughts with AAWRE on his career path, current projects, advice for younger engineers, love of the engineering profession and his personal interests.
